      Hi, Toul Rosières Air Base no longer exists : it’s now a solar field...
      LFSL is Brive Souillac Airport which is wrongly labeled FR03-21...
      The opmet is correct though.

        It is not a mistake on Windy.
        Unfortunatelly the airport's database that Windy uses is very outdated.

            So I went to ourairports.com and modified LFSL...

              shows that an "Anonymous Flyer", back in 2014,
              described the same problem but ourairports.com took no action.
