Please take a look at the picture. I cannot belive these clouds are natural. Actually, I think it could be an artificial issue generated by the algorithm.

Those radar returns does not represent rain.
These anomalous echoes result from certain atmospheric properties
and man-made objects.

But this is not clouds, the image you shared is from the historic radar layer. And it is not a forecast, it is past images taken between 1 and 12 hours ago. That is likely some interference on the radar dish or an issue removing interference on the radar image. This happens occasionally and usually disappears in a few hours.
