There are several types of Tornadoes, as described by WMO here.
As far as they can whirl from Cumulonimbus cloud down to Earth (or rather vice-versa), wind is enough strong and they remain Tornadoes. None of them may happen on city streets/roofs without a big fat Cumulonimbus cloud upside...
