@Astraeus-Titan assuming you are not in the situation @Thomas-Cailhol described, your premium features should be available the moment you log in to PC using the same account. I would know because I'm on PC right now.
Another data point is your forum account here: premium users will have the premium logo next their username. Neither of you has it. I recommend sending the Windy staff your purchase receipt and go from there.
