It may help you if you consider the Humidity layer and wind at 700hPa. Where relative humidity is close to 100% you may expect cloudy conditions and with this layer you can add wind and geopotential heights at same level (with Dew point layer also).

However that does not corresponds to Low clouds which are from surface up to 2000m approximately, when 700hPa is about 3000m
