Rain or snow LAYERS are forecast by weather models.
A radar NEVER predict rain or snow. This tool is only able to visualise the current or past precipitations !
Radar doesn't see the future, just like your camera doesn't see the future.

If you want to see rain and snow reported by radars look at the Weather radar layer.

It may help you if you consider the Humidity layer and wind at 700hPa. Where relative humidity is close to 100% you may expect cloudy conditions and with this layer you can add wind and geopotential heights at same level (with Dew point layer also).

However that does not corresponds to Low clouds which are from surface up to 2000m approximately, when 700hPa is about 3000m
