There is an iCloud option to turn off Windy but even with it off it somehow manages to use a small amount of space, 2.7 kB (down from ~75 kB when the option to use iCloud is on). After I delete that data, it always comes back, even with the iCloud Windy option turned off, after opening Windy or viewing its widget.
