@dshieldstas On desktop Windy has developed an offline feature which works fine. But it is said there are very few users of this Offline mode and so it will not be implemented in the mobile app. It is not so surprising that this feature is not so used on desktop, I mean offline desktop. Even if there are some sailors using laptop or tablet with the browser version at sea. I think the Offline mode on the mobile app would be more popular.
