This is the official Colombian civil aviation authority weather site where you can find radar imaging: http://meteorologia.aerocivil.gov.co/radar/index/aoi/CRM/Reflectividad de Base 0.5 deg
As far as I know, there is no FTP where you can download the data. However, I'll try and search for one.
