I don’t know how you get the +2 C, but in Windy you can compare the predicted temperature with the reported temperature at a weather station. It is explained here:

At Ivanovo you see that temperature by ECMWF model and the local WMO weather station match.

If you measure temperature in the middle of a town, you can get higher values.
