I can see the notification editing page but I can not change it.
I have a Samsung 22 FE

I have received an email that seemed to originated from Windy.com and in the email I'm asked to click on a link to verify my email address to unlock my alerts.

It has all the signs of a phising email. So is the email really from Windy.com?
