Hi, you should try with MeteoWare Plus.

1. Netatmo Weather Station, with the termo/igro sensor inside a Davis 7714 radiation shield. My station respect OMM urban type rules.
2. Yes: https://www.stintup.com/stazione-meteo-padova-arcella/ and https://www.wunderground.com/weather/it/padua/IPADUA22
3. Netatmo API and/or MeteoWare Plus
4. Like Wunderground or Meteonetwork
