Yes, ECMWF offers update 4 times a day, we get the data directly.
If the current model you are using does not provide suitable results, I would recommend to try other available models for your area, as they might be a better fit.

Hello, the layer shows a number of lightnings in the given area in 1 square kilometer for the selected time, if you are not Premium user, the time step is 3 hours, for Premium users it is 1 hour.
Regarding the data calculation, you can read more about it on ECMWF website - https://www.ecmwf.int/en/forecasts/datasets/catalogue-ecmwf-real-time-products

Area in blue is rain.
Area with lightning symbols is for thunderstorm (with rain)

@galaxypoint Please see the @idefix37 comment and yes, 1 hour forecast shows you data in 1 hour steps.

Water height and river floods are not a feature available in Windy. It is difficult to obtain this type of information on a global scale.
You can rely on the Weather Warnings layer which provides advisories from local Weather Services. But not sure that information on floods is available.

I guess it is 00 UTC, 03 UTC… not your local time.
BTW in Settings you can add time displayed in UTC or z.
