On the other hand cloud base is typically constant across the mountains and valleys, so reporting it ASL makes more sense.

Also I want to know where the actual base is, not where its 50% covered, as typically we fly when its less than 25% covered but need to know what the base is for that 25%.

What I'm really asking for is the convective cloud base, at what altitude ASL does the air temp drop below the dew point.
