I disabled webGL, as the "Help us to test new Windy v 11.00" thread advised and the wind arrows are back.

My "wind arrows" have been gone for about a week also.
Running Chromium Version 48.0.2564.116 on Debian 8.3 (64-bit) xfce desktop.
