Access to Windy requires a broadband internet connection. This is what competitors do in the current Vendée Globe since many of them use windy.com on board.
There is no way to use Windy via low bandwidth like via Iridium Go or Certus. Windy would have to stream GRIB files to use them on a special Windy viewer and I don't think Windy is prepared to do that.
Windy had created the Offline mode some time ago, but apparently it was very little used and it seems to have been removed.
