For Windy Point Forecast API, is it possible to input a timestamp in the request and get the response with only one record of weather data of the given timestamp?

For the output of wave direction, how Windy API define the relationship between degrees and cardinal directions? Does 0 degrees mean North, and 90 degrees mean East?
