There might be better local wave forecast providers but you do not say where you encountered those poor wave height estimates, probably not far from sea shore. Windy wave layers don’t prevent to rely on local conditions that people at sea must be familiar with, such as local currents, seabed details and coast line shape in addition to local winds which all have a great influence on the height and shape of waves.
