Looking at the NHC graphic, it shows another Cabo Verde tropical wave with a 30% chance of development over the next 5 days. If conditions remain so very favorable, as they've been for Irma and Jose, sure, there's a possibility that Lee could spin up from that tropical wave.
I'm not a meteorologist and haven't looked at the longer term forecasts of my favorite meteorologists. Here's two I recommend, if you don't already follow them.
