Have you set an Alert to receive notifications ? Could you share a screenshot of your Alert settings ?
Why do you say that the hour for rain is wrong. Where do you get this hour?

It is probably because you add several conditions in your alert, for instance wind AND rain AND temperature… Then you receive no alert because all conditions must be realised at same time.
Try with only one condition.
You ask how you can be Premium? You are already Premium as show by the Premium badge near your username here in the forum
