As you can see from the Observation vs forecast diagram, there are time periods when the reported wind directions from your station match with the ECMWF forecasts, and periods when they are off. In addition, it is not exactly a 90° discrepancy as the reported wind direction shows a fix North wind direction (360°) during these periods.
