Wind data is provided by weather models at ground surface (10 m above surface). The surface altitude is estimated by the orography model included in the weather model. This orography model is quite coarse, depending of the number of vertical levels in the model.

On Windy this feature is only available with ECMWF model, but not for GFS or NAM unfortunately. These 2 models use other altitude models.
So it is not linked to the standard barometric levels.
