@TimoQu OK, now I know what's going on. Windy really needs the GPS permission. I've now allowed it and now I can create new widgets. I will try to deactivate the permission after creating all widgets I need. I use a VPN, so my location has nothing to do with the location I have set in the widget. ;)

I can't create widgets, because there is no reaction when I press something. I need to restart my phohe and then I can create one widget. After that I need to restart again. My problem occurs on a Xiaomi Redmi Note 10 Pro.
